Sir,

Refusal to supply information

Being aware that there was likely to be a large gathering of people in the Cafe Vegetaria Nicolson Street, on the night and morning of the Census, I instructed the Enumerator to deliver a large schedule there.

The manageress informed him on his call that she would not be responsible in the matter, the place having been sublet for the weekend to Miss Burns of the Womens Social and Political Union.

On Monday he called for the Schedule and received it with the words "No Vote etc" written across the face and signed by the said Miss Burns as head of the Establishment.

In accordance with instructions I have seen the said lady but can obtain no satisfaction.

I have therefore to bring the matter to your notice.

Say that the Enumerator should fill in the names of any whom he knows to have been there & that we already have certain Statistics supplied by the police. It seems to me that the manageress is the Occupier in the sense of the Act & as such is responsible - & she should be so informed.
