1. Figures for Highland for 2008 were adjusted to exclude 1,688 dwellings which had been included in error in the past, as they had been transferred from the Council Tax system to the Non-Domestic Rates system. These dwellings are mainly caravans and holiday lets, which were let out for more than 140 days per year, so were classed as businesses rather than dwellings. In previous years, these dwellings were included in these figures as vacant dwellings (which are unoccupied and exempt from paying Council Tax)
Figures from previous years have been adjusted by the same amount, to provide consistency over time.
