We refreshed our vision and strategy in 2025 through a collaborative process involving staff across NRS. Our strategy reflects the diversity of our functions and the wide range of benefits we bring to the people of Scotland. It also sets out our ambition to do more, including the case for change, and how we will modernise to meet customer needs and deliver sustainable public services in the future.
The five strategic outcomes reflect our key functions within Scotland as the National Archive, our central role in the registration of life events, and the home of Scotland’s Census and population statistics and as well as our place within the wider Scottish Administration. Our strategic objectives give more detail on the change priorities that will contribute to achieving these outcomes.

Our values
Four of these outcomes reflect our modernisation and reform aspirations to deliver on our vision. A fifth outcome relates to our people and how we can upskill, equip, and inspire our workforce to help deliver meaningful and sustainable change.
As part of the strategy we will be defining and implementing new ways of working which focus on delivering services that are based on customer feedback and linked to shared goals. This will lead to better outcomes for the people who use our services.
Our shared values underpin our work, with collaboration central to success. We will work with each other and with our customers, partners and stakeholders in an open and inclusive way as we deliver our services.
